::NACC Joint AIDs Review Meeting with stakeholders from
Organisations with Disabilites
The Annual stakeholders review meeting of progress the response
is making within the disability sector was held resently at a
nairobi hotel.
The disability community was represented by various organisations
by and for persons with disabilities. A noteable absent organisation
was the National Council for persons with disabilites (NCPWD)
who neither sent apologies or representative.
The meeting is held annually to review progress made in the fight
against AIDs under the new Kenya
National Strategic Plan 2005/6 -2009/10 is organised
by the National AIDS Control Council (NACC).
Althouth NACC still did not have funds released from the donors
it was still in the process of organising and coordinating various
activities including CACC funding issues and challenges. The PWD
organisations raised concerns about access to these devoloved
funds and the need for special consideration of the Disability
community in accessing these and other funds.

The PWDs raised the question of visibility of disability issues
in national startegic planning. The representation of the PWD
in the Strategic Plan for example was not adequate. This was an
expression of the low awareness and mainstreaming of disabiliy
isseus. There was need for more representation, and implementation
of issues discussed even in previous meetings.
Monitoring forms extracted from the NACC Strategic Plan under
the one Monitoring
& Evaluation principle was the subject of the
workshop. The partcipants disacussied their activities within
AIDS and reviewed their progress within the standard indicators
set in the strategic plan.
The main indicators though standard bring with them the challenges
of disability and AIDS in Kenya.
1. Preventions of new infections among the disabled.
2. Improvement of the quality of life of Disabled people infected
& affected by HIV/AIDS.
3. Mitigation of Socio-Economic Impact of HIV/AIDs.
4. KNASP Support sercvices.
The partcipants were divided into groups with each group going
through each indicator within the disability framework. After
discounting the challenges disability faces in each areas progress
areas were identified, tactics for dealing with each listed, and
a way forward defined in a planery session on the third day.
