The NCPWDs brief statement.
The National Council for Persons with Disabilities -NCPWD was
set up under the Ministry of Gender, Sports and Social Services
(MGSC&SS) in December 2004 vide the Persons with Disabilites
Act 2003. As a semi autonomous Government Agency (SAGA).
There has been heightened expectations from all the stakeholders
especially the disability community. The organisation spent 2005
setting up a Secretariat office and management structures. The
Council members according the the PWD ACT was elected from disability
community and stakeholders with Dr. Charles Onindo as its first
Chairman. The Secretariat under its Acting Director Cecilia Mbaka
has went in to action in top gear and by the March 2006, the NCPWDs
unleashed its Strategic Plan 2006-2009.
The Strategic Plan as a management tool helps the organisation
focus and improve performance towards acheiving its herculean
vision of a barrier free and disability-friendly environment.
The NCPWDs, currently has no representation at the grassroots
level and is meanwhile working through officers in the Department
of Social services and other ministries as disability cuts across
all sectors.
Working more as a network organisation with partners in all government
ministries, UN agencies, Private Organisations,FBOs and NGOs within
the broad areas of Sharing information on disability, financial
support and programmes, the Council endeavours to achieve its
mission:
To excel in the provision, promotion, regulation
and coordination of services and activites geared towards the
realisation of equal opportunity, rights and empowerment of Persosn
with disabilities in Kenya.
Core Functions.
Formulate policies and develop measures for the establishment
of systems and structures.
- Mobilise resources for the Council Activities.
- Research, advocasy and public awareness.
- Registration.
- Enhance Capacity of DPOs instituions and Individuals.
- Operationalisation of the National Development Fund for PWDs.
- Issue Adjustment Orders.
Strategic issues: 2006 - 2009.
1. To formualte policies and develop measures that will guide
the operations of the Council for the next three years and beyond.
2. To mobilise and generate adequate resources for council activities.
3. To support research and provideaccurate information on disability,
to the public.
4. To develop mechanisms to facilitate the registration of individuals,
groups and organisations; as well as places and institutions providing
services to PWDs.
5. To strenghten capacity of DPOs, instituions and individual
PWDs to influence and monitor the implementation of service delivery.
6. to constitute a board of Trustees to manage the NDF for the
PWDs as per the ACT.
7. To Promote and facilitate the mainstreaming of PWDS in social
and economic development through financing viable IGAs.
8. To work towards bringing into force Section 24 of the ACT,
regarding adjustment orders.
