Kibet's word had just awoken majority of MPs from slumber as Mr Kimunya took two hours going through his Budget speech. They immediately doubted whether he, indeed wrote the proposals and laughed off the Fiance Minister's decision to quote Kibet.

The MPs had streamed into the House at 2.15 pm with a lot of excitement premised on their expectations from the last Budget of the Kibaki administration before the December General Election.

But as the plot of the scene kicked off - Speaker Francis ole Kaparo walking into the House at 2.34 pm, Mr Kimunya at 2.37pm and President Kibaki eight minutes later - certain things started happening.

Of course Cabinet ministers, who are 24 in number, had scrambledfor the seats on the front bench, which can only accomodate 24. Cabinet ministers CharityNgilu, Noah Wekesa, Mukhisa Kituyi and Soita Sitanda opted for the back bench seats.

A similar event was shaping on the opposition front bench which compelled Mr kaparo to state: "Front Bench seats on my right hand side are reserved for full cabinet ministers and immediately on my left for shadow ministers"

AS Mr. Kimunya embarked on his speech the excitement died out and a lull set in sleep, which has no respect for honourable members even on the great great Budget Day started creeping in.
