Equal political participation of citizens with disability can and should be the objective of civic education. However this civic education while lead by persons with disabilities should target both those with disabilities and the general population. Disability agenda needs majority votes and adjustments need informed choices from all voters.

Currently negative attitudes, lack of self esteem have promoted discrimination against citizens living with impairment. This has led to low support for disability agenda and low participation rates among people with disabilities despite majority living in hardcore poverty.

Well targeted civic education using an inclusive media can help build positive attitudes that lead to adjustments on political structures accessible to both people living with and living without disabilities. To appreciate the benefits of these adjustments all voters’ require adequate information to them mobilize government spending on universal access.

Civic education through a calendar media that is shared by all Kenyans (living with and without disabilities) and elicits discussion of the thematic messages in a manner that empower and create awareness respectively is identified as an effective affordable strategy.

The document proposes the publishing and distribution of an 18 page calendar media with thematic messages illustrated expressing adjusted settings at various levels of political participation. It will be printed in an A1 size paper and dates and weeks illustrated in Kenya sign language. The thematic images are selected on the basis of four principles of inclusion, dignity, independence and equality in political participation. Distribution through umbrella organizations that are undertaking civic education, all government institutions and agencies related to electoral process.
