which define disability as a sickness caused by curses or is the
responsibility of individuals living with impairment to make adjustments
to the perfect society. The charity model looks at disability
as an object of individual pity, people who cannot live independently
nor make independent decisions but needs handouts.

31 PWD may need more skills and capacity to engage
various structures like the media, ECK and the judiciary. It begins
with stronger umbrella organizations with more democratic internal
structures. They also expect skills and resources to engage public
support for disability agenda.
32 The media bill 2007 proposed by the Ministry
of Information and Communication included a Media council with
14 members that included organizations like the United Disabled
People of Kenya (UDPK).
The selection of UDPK into the Media Council was not well debated
and public views of people with disabilities were never solicited.
Many opposed its inclusion on the grounds that the organization
is irrelevant to media supervision. Though the media has not built
effective engagement strategies with the disabilities community
yet discrimination is common.

34) National Council of Persons
with Disabilities (NCPWD) is a quasi government agency under the
Ministry of Gender, Sports Culture and Social Services initiated
with the mandate to regulate, with following functions:
i) to develop programmes aimed at improving the conditions of
persons with disabilities.
ii) to issues orders requiring the adjustment of buildings that
are unfriendly for use by persons with disabilities.
iii) to carry out registration of PWDs, registration of institutions
that deal with disabilities and registration of places at which
services are offered.
iv) To implement measures intended to benefit PWDs; and raise
public awareness regarding PWDs. The functions of the NCPWDs are
guided by a) its strategic plan 2006-8 and the Government: National
Policy on persons with disabilities b).to guide government plans
on how to address the needs and aspirations of PWDs.
