Modalities of participation
To make PWIDs identify with supported voting in
a democratic process, use communication methods that are structured,
inclusive and friendly to persons with limitations in both intellectual
and adaptive skills. The method should allow for continuity by
a human reader in a slow and repetitive program, which is consistent
for a reasonable duration of time.
Emphasis should be given to two way communication,
where PWIDs feedback, views, suggestions and opinions are respected.
Among persons with intellectual disabilities, the most appropriate
language are individual mother tougue.
Method tailored to enhance effective communication
to different individuals/groups of persons with intellectual disabilities
are:
- visual & graphics.
- Tactile forms of communications.
- Puppetry and creative art.
- Drama and comedies.
- Music entertainment and poems.
- Sign and body language.
- Demonstrations using reality shows.
- Functional activities e.g drawing.
KMSH has used this approach successfully in the
2002/5 electoral and referendum process. In 4 provinces of Nairobi,
Central, Rift Valley and Easter; initiatives targeting 11 special
schools and units for PWIDs assisted adults acquire ID and Voters
cards.
However, their supported participation in the
2002 elections and 2005 referendum came with lots of challenges
in the following constituencies: Kasarani; Starehe; Kandara; Gatanga;
Kikuyu; Juja; Kajiado central: Kajiado North; Navasha; Nth/Tharaka;
and Kibwezi.
