This is will be a boon for many PWDs who have a job and are working
within the Civil Service. The government need to make sure this
has more impact by implementing a policy stipulated in the Bomas
draft and many advocacy forums that at least 5% of all Civil service
jobs should go to persosn with disabilities.
One of the most contentious issue about such declarations just
like the tax exemption issue is that they assume that quite a
number of persons from the community are employed. The tax exemption
law assumes that within the private and public sector a large
number of PWDs are employted and therefore they will benefit by
havveing extra-income.
We the disabled community wish to implore the executive and the
government in general especially the Vice President to pursure
the implementation of a similar policy as was extended to the
women community under Maendeleo ya wanawake. Women in general
were given a 30% stake in the civil service and a seat on the
Constituency Commitee.
The PWD community would wish to see the following issues implemented:
a) five percent of the civil service jobs be mandatory allocated
to PWDs.
b) 5% of ALL divolved funds should be allocated to projects that
directly improve the disability friendliness of socio-economic
services like Education, transport, health, and also to community
organisations for PWDs.
c) That the government should through the NAtional Council for
Persosn with Disabilites fund all the umbrella organisations of
PWDs like UDPK, APDK, KNAD, KUB, Deafblind, etc with specific
minimum administrative costs.
d) That the government through NCPWD should regulate not only
all organisations working for but also of PWDs monitoring impact,
funding, and development.
e) That a blanket tax exemption be made for all PWDs working
f) That a disability allowance be availed to PWDs who need it
for specific reasons and seasons to improve on their ability to
live independently.
