:: Status of the Disability and Health
One of the major basic rights is access to social
services for persons with various disabilities and specifically
sensory Disabilities. Yet access to these services needs certain
adjustments that various organizations can easily make to enable
services reach the disabled persons. There are also various donors
that can easily fund such adjustments weather in private or public
sectors. The missing link is a policy guideline that sets standards
of service and protocol of dealing with a person of which ever
disability.
Support at the national level leading to health sector reform,
family planning, HIV/AIDS prevention and Care activities, Roll
Back malaria or child survival; have not been made disability
sensitive. There is need to build consensus Support for disability-sensitive
policy development and advocacy. Development of national standards
that include respect for disability rights to access social services.
Guidelines for provision of the key services such as Voluntary
counseling and testing (VCT), family planning (FP), reproductive
health, Maternal Child Health (MCH) one Monitoring and Evaluation
such as Demographic Health surveys (DHS); issues in cost sharing
within disability, all have been wanting and worked to disenfranchise
disabled groups from the system. A coordinating instrument that
will ensure access of the disabled persons will enable mobilization
of service providers and resources to build this access.
